Understanding California Concealed Carry Laws in 2026

Carrying a concealed firearm in California requires a valid Concealed Carry Weapon (CCW) license issued pursuant to California Penal Code Section 26150 or 26155. Following the Supreme Court’s landmark Bruen decision and the enactment of California Senate Bill 2 (SB2), California transitioned to a “shall-issue” standard. However, the application process involves strict statutory training mandates, background checks, and agency-specific guidelines.

Statutory Eligibility Requirements

To qualify for a California CCW license, applicants must meet the following baseline state criteria:

  • Age: Must be at least 21 years of age.
  • Residency: Must be a legal resident of the county or city where applying.
  • Firearm Ownership: The handgun(s) listed on the license must be legally registered to the applicant with the California Department of Justice (DOJ).
  • Background Check: Must not be prohibited under federal or California law from owning or possessing firearms.
  • Character Evaluation: Must satisfy the statutory vetting standards set forth under SB2.

Step 1: Determine Your Issuing Authority

California law allows either county Sheriff’s departments or municipal Police departments to issue permits. In most jurisdictions:

  • If you live in an incorporated city with its own police department (e.g., Los Angeles, Burbank, Glendale, Pasadena), you generally submit your initial application through your city’s municipal police department.
  • If you reside in an unincorporated area or a contract city, you apply directly through your county Sheriff (e.g., LASD, OCSD, Riverside County Sheriff).

Step 2: Complete the Standard California DOJ Application

Most Southern California departments utilize digital application portals such as Permitium. Be prepared to upload government-issued photo identification, two proofs of residency (such as utility bills or property tax statements), and complete criminal history disclosure questionnaires.

Step 3: DOJ & FBI Livescan Fingerprinting

After your initial application review, you will be scheduled for a Livescan electronic fingerprint submission. This initiates comprehensive state (DOJ), federal (FBI), and firearms eligibility checks.

Step 4: Background Interview & Vetting

You will attend an interview with a CCW background investigator. Investigators review your application answers, verify your residency and driving records, and confirm your compliance with state firearm ownership regulations.

Step 5: Complete the Mandatory 16-Hour Training Course

Under California Penal Code 26165 and SB2, all initial applicants must complete a certified 16-hour course of instruction taught by an authorized training provider. Curriculum must cover firearm safety, weapon handling, California use-of-force law, civil and criminal liability, de-escalation, safe storage, and live-fire range qualification.
